It means that someone took a Hit List Mission. So they know your approximate location (around a 50X50 meters circle) and when they come close enough, the circle will become smaller, making it easier for the enemy to know where you are.

The only downside of taking hit list mission is that the one being hunted knows the location (approximated circle) of the hunter
